San Diego's program was supposed to start this summer, and Brown said its suspension left more than 100 people trained in energy retrofits without jobs.
The team has also proposed retrofits for existing oil refineries, mines and microchip factories that would reduce energy use by40 to60 percent, repaying their cost in just a few years.
