The third arbitrator shall be the presiding arbitrator.
The Claimant and the Respondent shall jointly appoint or jointly entrust the Chairman to appoint a third arbitrator as the presiding arbitrator.
At the end of the debate, the presiding arbitrator or the sole arbitrator shall ask for the final opinion of the parties.
If an opinion of the majority arbitrators can not be constituted at the tribunal, the award shall be given according to the opinion of the presiding arbitrator.
When the arbitration tribunal cannot attain a majority opinion, the arbitral award shall be decided in accordance with the presiding arbitrator's opinion.
